广州市《出生医学证明》管理纵向分析

Longitudinal analysis of the management of Birth Medical Certificate in Guangzhou

目的纵向分析广州市《出生医学证明》的管理使用情况，依法加强证件的管理。方法对2005至2010年广州市《出生医学证明》管理使用情况年度统计表及出生证管理相关资料进行分析。结果《出生医学证明》签发逐年上升，年平均增幅大于出生婴儿数，6年共签发85万枚。2010年当年出生的签发率为85．92％，较2005年增加了3．88个百分点。废证率逐年下降，6年内每年平均降幅为17．98％。结论广州市各级医疗保健机构规范开展《出生医学证明》管理，使出生证签发率逐年提高，废证率逐年降低。

Objective To analyze the application of Birth Medical Certificate in Guangzhou longitudinally so as to strengthen the management of document legally. Methods Annual statistics forms of management of Birth Medical Certificate and related materials from 2005 to 2010 were collected and analyzed. Results Number of Birth Medical Certificate raised year by year, and its annual average increase amplitude was higher than birth number. There were 850 000 certifications issued in six years. The issuance rate was 85.92% in 2010, which increased 3.88% compared with that in 2005. The disuse rate of Birth Medical Certificate declined, and average declined rate was 17.98% in six years. Conclusion Management of Birth Medical Certificate in different institutes of medical health care in Guangzhou should be standardized to increase issuance rate and decrease disuse rate year by year.
