抽象行政行为是当今各国政府进行行政管理的重要手段。由于理论界对抽象行政行为的认识不同,当代中国的行政诉讼法与行政复议法一直未将抽象行政行为列入受案范围,造成现行的抽象行政行为监督机制不够完善。随着依法治国方针的提出和法制建设的不断发展,缺乏抽象行政行为监督机制所带来的弊端日益显现,严重影响着当代中国行政法制建设的发展。因此,完善与发展抽象行政行为的监督机制的任务迫在眉睫。
