欠发达地区农村土地流转的成效、困境及出路——以广东省廉江市为例

On the Effectiveness,the Plight and the Way out of Rural Land Circulation in Underdeveloped Areas——Taking Lian Jiang City in Guangdong Province as an Example

土地流转制度,作为当前支撑我国农村经济、发展现代农业和提高农民收入的重要途径之一,已经得到广大人民群众的普遍共识。但是,在现实条件下,在实践过程中,特别是一些欠发达地区,通过推动农村土地流转,其功效到底如何,又会发现什么样的新问题、新瓶颈,需要从政策上、制度上、经济上给予怎样的扶持?这些都要立足调查研究。为此,笔者以广东省廉江市作为调查对象,对其农村土地流转的成效、现实困境进行分析总结,并提出对策建议,完善土地流转制度,从而最终为有效解决"三农"问题提供帮助。

Land System, as one of the important ways to support the rural economy, develop modern agriculture and increase farmers＂ income, has been the general consensus of the masses. However, under realistic conditions, in the course of practice, especially in some of the less developed regions, promoting the rural land circulation, how will its efficacy in the end, whether it discovers new problems and bottlenecks or not, what kind of support has been given from the policy ,institutional and economy？ All of these should be based on the research. So as the au- thor, taking Lian Jiang city in Guangdong province as the survey, analyzed and summarized the effectiveness and the real plight of rural land circulation, put forward suggestions to improve the land transfer system, and ultimately to effectively solve the ＂three rural＂ problems.
