权力的滥用和异用,必然导致腐败。反腐倡廉从根本上讲,必须消除"权力社会"的价值理念,培育和弘扬廉政文化的价值理念。当务之急,就是要筑牢"廉政文化是根,廉政教育为本,廉政法制作基,反腐倡廉成器"的反腐倡廉建设基本架构。通过廉政文化、廉政教育、廉政法制和反腐败国际交流与合作等手段,多管齐下,打造反腐倡廉利器,可使腐败这个世界性社会毒瘤得以有效抑制和清除。

Modem society is believed to be a power game society. Abuse of power is bound to lead to corruption. Fundamentally speaking, anti-corruption must eliminate ＂power society＂ concept of value, cultivate and carry forward the value concept of culture. That is, to build strengthen the anti-corruption constmction basic framework： ＂honest government culture is the root; honest government education is the basis; legal system for anti-corruption is the foundation and combat of corruption is the weapon＂. Through building the culture of honest govemment, carry out the education of honest goveming, strengthening the legal system and cooperate with the international anti-corruption organizations, we can restrain and finally remove this social tumor effectively.
