新世纪地勘产业组织构建的理论思考

计划经济体制下形成的传统地勘产业组织 ,即地勘单位及科研院所 ,不能从根本上适应社会主义市场经济条件下的地质勘查市场的需求。现有的改组、改造方案存在较大的局限性 ,我们不得不思考一个严峻的课题 ,那就是地勘单位的灭与生。现代地勘产业组织应是投资商、作业商、咨询商三足支撑 ,多种经济成分共存的产业组织体系 ,并将项目经理部建设作为工作重点 ,虚拟组织结构建设作为发展方向。为此应建设和培育现代地勘产业组织的生存与发展的支撑条件 :即形成地质勘查法规的立法体系 ,塑造地质勘查市场的微观运行机制 ,塑造地质勘查产品的质量管理体系 ,建立地勘行业的风险管理体系 ,建设地勘产业的信息网络 ,加大地勘专业市场知识的宣传普及力度。
