征地拆迁工作实现“零上访”的思路和启示——以贵州省绥阳县为例

On Concept and Implication in Work of Estate Over-taking and Building Removing with No Case of Application for an Audience: Taking Shuiyang——County of Guizhou Province as an Example

绥阳县在贵州省重点工程的征地拆迁工作中,坚持以人为本、和谐征迁的理念,建立了强有力的工作班子,加大宣传力度,科学制定方案,坚持阳光操作,用好用足政策,得到了群众的支持和拥护,原定一个月的征迁任务提前顺利完成,并且无一上访事件发生。

In the work of removing buildings for the big projects of Guizhou Province, the County of Shuiyang insisted in the operating concept of ＂taking people as the essential＂ and ＂taking over estate by harmonious negotiation＂. They set up effective working groups, strengthened publicity to people, worked out scientific policy, adhered to sunlight operation and made full use of the policy for the benefit of the people. Thus, they won full support from the people and successfully completed the work of estate over-taking with no case of application for an audience with the higher authorities.
