农村民主政治建设的选举实践及其给企业基层党组织选举工作的启示

Election Application of Political Construction of Rural Democratic and Implication to Selection among the Metrical Organization of Party in the Enterprise

根据邓小平同志几次谈到“大陆在下个世纪．经过半个世纪以后可以实行普选”的目标设想和十六大以来党的全国代表大会和中央全会精神。从总结农村民主政治建设首开公开的先河、村民委员会的“海推直选”对农村基层党组织建设提供了新鲜模式、村民委员会的“海推直选”和农村基层党支部的“两推一选”向乡镇延伸、农民在参与选举中经受了民主洗礼等主要经验入手，在与企业基层党组织选举工作状况的对比中论述增强选举意识、选好企业基层党组织领导人、破解选举难题等方面的共性问题。

According to Deng Xiaopin＇s speech in more than one occasion, ＂in the second half of the next century, we＇ll accomplish our goal of universal suffrage in mainland＂, the National People＇s Congress after sixteenth summarized rural political construction＇s experience. The ＂recommending and election among ordinary citizens＂ from villagers committee supplies new mode for the rural basic-level party organization. The ＂recommendation and election among ordinary citizens＂ from villagers committee and ＂2-steps recom- mending and election＂ from rural basic-level party organization stretched to towns, while famers took exer- cise by democratic election. By the comparison of above situation and basic-level party organization in en- terprise, we can effectively find a more excellent leaders in enterprise and find a solution to problem which still exists in election system.
