随着互联网的迅猛发展和日益普及,网络舆情空前高涨,群体性事件的网络特征日渐凸显。网络舆情的影响在很大程度上改变了群体性冲突的形成发展机理,从某种意义上说,网络背景下群体性事件的演化过程就是一种从网络民意到网络民怨再到网络民愤的过程。因此,如何针对网络舆情与群体性冲突的相互作用机理,建立和完善网络舆情的预警、监控、引导和回应机制,提高群体性事件的情绪疏导和矛盾化解能力,成为做好预防和处置群体性事件工作的重要环节。

With popularization of internet, network public sentiment upsurges. The Internet is playing more and more important role in mass incidents. The formation and evolution of mass incidents is changed in a great degree. In this context, the evolution of mass incidents is a process of internet public opinion to internet public resentment, and then to internet public indignation. Therefore, to establish a mechanism of warning, monitoring, guiding and responding of internet public sentiment is an important part of the prevention and disposal of mass incidents.
