An Analysis on the Guidance of Health Economic Policies Based on the Angle of Economics

卫生经济政策是为实现卫生资源优化配置,最终达到卫生发展目标而制定的经济工作指导原则和措施。文章运用经济学理论,论述了公共产品与公共卫生、准公共产品与基本医疗、外部与卫生服务的下外部效应、需求和供给理论与医疗服务价格失灵、福利经济学理论与医疗卫生公平性、公共财政理论与市场失灵矫正,提出政府和市场在医改中不同的作用。

The health economic policies are the economic guiding principles and measures lormulated for reahzlng the optrmlza- tion of health resources distribution and ultimately to fulfill the health development goals. This article discussed the public prod- ucts and public health, parapublic products and basic medical service, the positive external effect of externality and health serv- ice, the theory of need and supply and being not working in medical services price, welfare economies theory and the equity of healthcare service, public finance theory and the correction of the out of order market. The article further explained the different roles of the government and the market in healthcare reform.
