民营化与中国城市水务产业技术效率——基于省际面板数据的随机前沿分析

Privatization and Technical Efficiency of Municipal Water Industry in China——A Stochastic Frontier Analysis Based on Province-level Panel Data

以中国省级地区的城市水务产业作为研究对象,利用随机前沿分析法考察了2001～2009年期间的民营化对城市水务产业技术效率的影响,研究发现:城市水务产业发展中技术渗透到了生产要素,劳动生产要素的技术含量得到了提高,资本的技术含量在降低;城市水务产业的技术效率随着时间发展在降低;民营化未显著地促进城市水务产业的技术效率提升.

This paper took the provincial districts＂ municipal water industry in China as the research object, and used stochastic frontier production function model and analyzed the impact of privatization on its tech- nical efficiency during 2001-2009. It is found that technology has penetrated into the factors of production; technical content of the labor production factor is increasing and the capital production factor is quite the reverse; technical efficiency is decreasing along with the time; privatization doesn＇t improve technical effi- ciency of municipal water industry significantly.
