我国发展循环经济的公众参与意识调查研究——以湖南衡阳市为例

Study on the Awareness of Public Participation in Developing Circular Economy in China——A Case Study of Hengyang City

循环经济是我国落实科学发展观的具体实践,全面建设小康社会,实现可持续发展的必经之路,它的发展离不开社会公众的广泛与深入参与。文章首先阐述了循环经济和公众参与的内涵。继而以衡阳市为例,通过问卷调查,分析目前我国循环经济工作的公众参与方面存在公众对循环经济的认识不足,公众参与的范围较窄,形式过于单一,参与意识不强,自觉参与循环经济意识的政府、企业依赖性过强,各级政府部门对公众参与循环经济建设的重视程度不够等问题。

This paper first expounds the connotation of circular economy and public participation, and points out that the public participation plays an important role in promoting Chinese circular economy. Then taking Hengyang city as an example, the problems of public participation in circular economy are analyzed according to the questionnaire survey. These problems include lack of knowledge about circurlar economy, inflexibility and narrowness in participating pattern and scope, weak participation awareness, strong dependence on government and enterprise and so on.
