At the end of Qing Dynasty, the department of Agriculture, Industry and Commerce had made great efforts on improving policy and measures of agriculture. And the book Illustrated Book by Pictures which is published by the department advocated the improvement of cotton industry. The whole book includes eight volumes, which expression is easy to he understood. The content of this book relates to chinese cotton reserch and foreign cotton industry.
