高校科研评价现状及对策研究

Research on the Present Situation of University Scientific Research Evaluation and Its Countermeasures

高校科研评价对保障高校科研发展、发挥科研导向激励、营造良好的学术氛围等方面有着重要作用。然而,我国高校当前的科研评价存在过度依赖数量指标,评价标准、评价过程不严谨等问题。文章在认识和分析这些问题的基础上,从改变评价机制、实行代表作制度、建立分类评价制度、坚持同行评价、建立中长期考核制度等几方面提出了相应的对策和建议。

University scientific research evaluation plays an important role in promoting university scientific research, giving a full play to the guidance mechanism of scientific research, and cultivating a desirable academic atmosphere, etc. However, there exist a series of problems such as excessive dependence on quantitative index and imprecise criteria and process of evaluation. On the basis of an analysis of these issues, this article puts forward relevant countermeasures from several angles.
