The connotation of an urban community evolves along with the development of the social and economic environment, which is a dynamic, open and network system and also a living entity based on a geographic sphere. With the process of urbanization, industrialization, informatization, marketization and globalization in China, the urban communities are playing a more and more fundamental role in building the harmonious cities and the harmonious society. The urban communities of China are presenting the new network nature, disparity and complexity, whose management patterns are keeping getting deepened and improved, due to the promotion of not only the economic society, but also the democratic political system and the direct diverse demands. With the growth of network in modem cities, the culture construction in urban communities has become more important, especially at the aspects of religion, recreation and entertainment.
