国有土地上房屋征收补偿安置的基础是对被征收房屋进行价格评估。其中,评估机构能否独立的开展工作对房屋征收评估结果是否客观公平,以及能否顺利和谐推进征收工作有着重大的影响。为了保障评估工作的独立性,现行的国有土地上房屋评估立法虽然在旧有制度上进行了一系列的改进设计,但在评估机构准入规定、选定规定、回避规定、委托合同订立规定、鉴定机构选定规定等方面还存在严重不足,亟待完善。

Evaluation is a key to the levy and compensation of the housing on state - owned land, therefore it is very important to levy advancing whether evaluation authority is independent and assessment result is objective and just. In order to ensure the independence of the evaluation work, current legislation, the levy of the housing on state - owned land has improved its regulations, but in the rules of appraisal institution access, avoidance, entrust contract dealing, authentication institutions selecting, there are some serious deficiencies and it should be further improved.
