The Internal Reasons and Resolutions of the High Prices of Books——The View of Anti-monopoly Law

图书定价偏高的内在动因除了经济属性、发展趋势、运营模式等客观性的原因外,我国行政垄断下的不完全的RPM定价制度是一个重要性的症结。对于图书价格过高的一般客观原因,应遵循市场经济的基本规律,不应过多干涉;但对于因制度设计不健全而导致的图书价格过高,则应致力于以健全的制度方案扭转之,这主要是指打破行政垄断和改革RPM定价制度两个方面。

Besides the objective factors of the internal reasons of the high prices of books such as its economic characters, trends of development and methods of operation, and so on, the inexact RPM in administrative monopoly is an important problem. For the objective reasons, we should comply with the basic market economy system and shouldn＇ t interfere with it much more. For the construction of imperfect system, we should contribute to the improvement with a perfect system mainly including the abolishment of administrative monopoly and the reform of RPM system.
