多元文化背景下海南特区语言政策与语言规划研究——东南亚岛屿国家和地区的语言政策和规划对海南的启示

A Study of Multi-cultural Hainan Language Planning and Policy——Based on the Impact from the Language Planning and Policy of Some Countries and Area in Southeast Asia

海南是个多民族多语言的省份,通行语言和方言多达12种。但是,在执行推广普通话政策过程中,政府对海南方言或少数民族语言不够重视或其它原因导致很多海南方言或少数民族语言面临边缘化甚至逐渐衰落的威胁。本文旨在通过对与海南文化背景类似东南亚地区语言政策与规划的研究,了解他们语言政策与规划失败教训或成功经验,希冀在建设国际旅游岛过程中,政府重视对海南方言或少数民族语言的保护,制定出合理的语言政策与规划,满足海南国际化和本土化需求,让海南多元文化能和谐健康地发展。

Hainan has various ethnics and languages, with more than 12 languages and di- alects. However, in the process of promoting Putonghua, Hainan government has neglected Hainan dialects or Hainan minority languages, which, to some degree, has led to the decrease or extinct of some minority languages. Through the research into the language planning and pol- icy of some countries or areas of southeastern Asia, this article aims to gain some enlightenment from their experiences, which can also arouse the attentions of Hainan government to the lan- guage planning and policy of Hainan dialects or especially minority languages
