萨科齐时期的法国对非政策:难以实现的“决裂”

Sarkozy's Africa Policy:An Impossible Break with Past

希拉克执政时期,法国对非政策曾进行较大调整来适应新的国际局势和法非关系的新需求,主要表现在调整对非发展援助、扩大在非合作对象范围、调整在非法国军事存在等方面。而萨科齐在其任期内提出法非关系应该进行变革,应与过去的陈旧理念和做法决裂。然而高调的言论并不能掩盖萨科齐对其前任的路线的延续。不论是在言论上还是在行动上,其推陈出新的努力仍然受到传统殖民思想的束缚,仍然必须遵循保护法国在非战略利益的需求,不得不在依靠历史遗留网络关系的基础上寻求调整,维持并加强法国在非影响力。法国未来的对非政策依然将承受着种种历史与现实因素的制约,即使党派更迭也难以保证真正变革的实现。

Under President Chirac,French policy in Africa underwent several large adjustments in order to adapt to the new international situation and to the demands of the actual Franco-African relations.These adjustments were mainly about development assistance,multiplication of African partners and French military presence in Africa.After becoming the president of France,Nicolas Sarkozy proposed to change Franco-African relations and to break with the old ideas,outdated networks and practices,especially the old ' Franafrique '.However,the goal is difficult to achieve.Sarkozy's high-profile speech can't deny the continuation of the former route.Either in words or in action,Sarkozy's innovation efforts continue to be shackled by the colonial ideology.He still must protect French strategic interests,maintain and enhance French power in Africa,and rely on the historical legacy relations.France's future policy towards Africa will still depend on various historical and realistic factors,and even a change in power of political party cannot guarantee a real change.
