中低产田改造与农业可持续发展

从确保我国在人口高峰期的农产品需求 ,其中最主要的是粮食需求这一最终目的出发 ,论述了中低产田改造是实现耕地总量动态平衡的重要途径 ;分析了在中低产田改造中所面临的主要问题是资金来源和组织协调 ,为此 ,本文提出了完善目前的农地使用制度、建立土地改造基金和各级政府领导下的专门机构等基本对策 ,并根据我国实际 ,提出了土地改造基金的资金主要来源渠道 .

The purpose is to ensure the reqairment of agricultural products when the population of our country reaches the peak,among which the most important is the need of grain.According to the purpose,the middle-low yielded cultivated land improvement is an important way to achieve the sustainable development of agriculture.the main problems of the resources of the finance and the managment of the reform of the land have been analyzed.some propesals for the improvment of the land untilization system and the establishment of land reform fund have been put forward.Based on the actural situation in our country,it has provided with the main resources of the fund for the reform of land.
