摘要
在调研电厂混烧污泥污染物排放规律的基础上,分析了参照《生活垃圾焚烧污染控制标准》(GB 18485—2001)和《火电厂大气污染物排放标准》(GB 13223—2003)进行污染监控面临的主要环境风险,包括烟气量增加造成的NOx、SO2等污染物排放总量增加,对烟气中汞、二口恶英等污染物缺乏有效控制,灰渣利用缺乏安全保障等。结合欧盟的成熟标准及我国对上述标准进行修订的情况,提出应严格限制工业污泥在电厂的焚烧,并对电厂掺烧污泥量、污泥性质、工况条件等进行规范,要求烟气处理系统进行升级改造;在新修订的《火电厂大气污染物排放标准》(GB13223—2003)基础上,尽快增补电厂混烧废物时重金属、二口恶英等污染物排放限值和废物焚烧/混烧灰渣的安全利用规范。
The power plants with co-combustion of sludge and coal were investigated, and the en- vironmental consequences were analyzed when the power plants take Standard for Pollution Control on the Municipal Solid Waste Incineration (GB 18485 -2001 ) and Emission Standard of Air Pollutants for Ther- mal Power Plants ( GB 13223 - 2003 ) as their pollution control standards. The consequences include that the total emissions of NOx and SO2 increase due to the increase of flue gas, the mercury and dioxins are lack of effective control, and the boiler ash utilization is lack of safety standard. Referring to the Eu- ropean related standards and the two domestic standards under revision, the administration advices were provided, such as strictly restricting industrial sludge incineration in power plants, restricting sludge quantity, property and boiler condition for the co-combustion, and improving flue gas treatment system. Furthermore, the new provisions on the heavy metals and dioxins control and ash utilization should be added to the new edition of Emission Standard of Air Pollutants for Thermal Power Plants (GB 13223 -2003).
