Pollution transfer, including both of polluting sources and polluting materials, is one of the major global environmental problems and especially harmful to the environment of developing countries. The basic cause of it is mainly the so-called north-south gap between developing and developed countries. Control of pollution transfer, needed by the environmental protection of every country as well as the world, is all along a major area of the international environmental legislation.)
