我国区域规划的编制与实施的若干问题

SEVERAL PROBLEMS IN THE COMPILATION AND IMPLEMENTATION OF THE REGIONAL PLANNINGS IN CHINA

区域规划是协调人口、经济、资源、环境之间的关系以及地区关系的区域开发与国土整治方案 ,是市场经济下政府进行宏观调控的重大举措。目前我国的区域规划编制和实施还存在一定问题 ,主要是各层次规划衔接不力 ,从而影响了区域规划的实施和应用。借鉴国外的规划体系、内容和实施途径 ,针对我国区域规划的实施问题 ,提出如下建议 :(1)建立完善的区域规划体系 ,协调区域规划与经济计划的相互关系 ,以及与土地利用规划和城市规划的关系。 (2 )调整区域规划的内容 ,侧重空间适宜性和公益事业的发展规划 ,开发、利用与管理、保护资源相结合。 (3)强化法律、经济、行政等实施手段 ,动员社会力量的参与 ,建立实施评价和定期报告制度等。

As a major approach of macro regulation on the part of the government under the market economy,regional planning is the scenario of regional development and territorial exploitation closely associated with the harmonization of relation among population, economy, resource and environment as well as the relation between regions. However, the problem that the regional planning can not be implemented quite well in our country,has impacted the benefit and role of regional planning in national economy. Aiming at the implementation of regional planning, this paper has in the first place used the regional planning of developed countries for reference. Then it has advanced the proposal such as follows: (1) Setting up the integrated system of regional planning, harmonizing the relationship with the national economic planning as well as land use planning and urban master planning; (2) Perfecting the content with emphasizing on space feasibility and infrastructure oriented development as well as combining the planning of resource exploitation with protection and management;(3) Strengthening the laws, economic and administrative means of implementation, encouraging the public participation, setting up the regular evaluating and reporting system.
