陇南长江流域经济发展和生态重建战略研究

THE STRATEGIC RESEARCH OF ECONOMIC DEVELOPMENT AND ECOLOGICAL REHABILITATION IN THE YANGTZE BASIN OF SOUTH GANSU

陇南长江流域大多地处嘉陵江上游的源头地区 ,是一个资源较为富集但经济相对落后、生态环境脆弱且人口压力较大的丘陵山区。本文从可持续发展的角度出发 ,着眼世纪之交摆脱贫困与奔向小康转换时期经济发展和生态重建的协调演进 ,提出产业结构调整的基本思路是立足山区优势、发展特色农业 ,市场配置资源、培植支柱工业 ,商贸、旅游并举、突出第三产业 ,强化基础设施、增强发展后劲 ;空间结构重组的战略构想是重点发展东部经济重心区、积极带动南部和西部经济开发区 ,集中整治中部的滑坡泥石流和水土流失 ,适当增加中部的劳务输出和环境移民 ,不断强化区内的天然林保护和自然保护区建设。

The Yangtze River Basin in South Gansu, located in the source region of the upper reaches of Jialingjiang River,is characterized for its abundance of natural resources, backward of economic development, vulnerability of ecological environments and excessive growth of population. In the view of sustainable development,this paper focuses on the research of economical development and ecological rehabilitation in facing of the 21 st Century of the transition from alleviating hungry suffering to approaching comparatively well-off. The basic ideas for regulation of industrial structure were given as follows: developing particular agriculture which based on features of mountainous area; cultivating key industries which depended on resources through market allocation; strengthening tertiary industry which considered trade, currency and tourism as a breakthrough point; improving infrastructure which aimed to enhancing potentialities of development. The strategic plan for reallocation of spatial structure were presented as follows: choosing east as the economic development core zone, south and west as the second ones; controlling landslide, debris flow and soil erosion; organizing environmental migration and labor export; establishing natural forest protective area and conservation area.
