摘要
廉政教育和预防职务犯罪忽略了对青年特别是具有高学历、高智商、高收入的白领青年的廉政教育和监管,职务犯罪领域中凸现出"39岁现象"、"29岁现象",甚至于"26岁现象"。究其原因,有白领青年追求物质享受、工作单位教育缺陷和规章制度的不健全、不完善等主客观原因。建立健全用人单位的内部防控机制,加强青年廉政教育,加快防腐制度建设,多管齐下,有利于预防白领青年的职务犯罪。
In the traditional concept, the duty crimes are committed by those who are older, have a certain social status and enjoy certain power. Previous honest governance education and prevention of position crimes failed to attach sumcient importance to the young leaders, paxticulalrly those with high diplomas, high IQ and high income. The repeated occurrences of duty crimes committed by the twenties and thirties axe alarming. The reasons behind are that they pursue material enjoyment, and take advantage of the honesty education defects in their work units and the imperfect rules and regulations. This paper suggests that to establish and perfect the internal control mechanism, strengthen the mlti-corruption education and accelerate the perfection of corruption prevention system are conducive to the prevention of white-collax youth duty crimes.
