浅论中西部欠发达地区参与式整村推进扶贫模式——基于“参与式理念”视角的分析

On the Central and Western Less Developed Regions to Participate in the Village-based Poverty Targeting Mode——Analysis Based on the Perspective of "Participatory Ideas"

农村扶贫开发一直是关乎国计民生的一项大事。近年来,借鉴了国际上扶贫开发模式与经验,运用了"参与式理念",实行了参与式整村推进扶贫开发模式,取得了一些良好效果,但是在实践过程中出现了农民参与度降低、专业培训人士过少、扶贫资金不足等现象阻碍了该模式的实施。因此,应该分析利弊,加强对这项模式的改革,通过社会工作等非政府组织力量的介入,促进农村扶贫开发取得更好的成果。

Rural poverty alleviation and development relating to the national economy. In recent years, drawing on interna tional models and experiences of poverty alleviation and development, the use of＂participatory concept＂, the implementation of a participatory whole village to promote poverty alleviation and development mode, and achieved some good results, but in practice the process of farmers＇ participation in reduced, professional training for those who are too small, lack of antipov erty funds and so the phenomenon has hindered the implementation of the model. Therefore, we should analyze the pros and cons of this mode reform, through the intervention of social work and NGO forces to promote poverty alleviation and devel opment in rural areas to achieve better results.
