Practice and Consideration on Long Term Mechanism of Safety Management

总结了中国石化销售华中分公司在建立安全管理长效机制的经验和取得的成效,指出建立安全管理长效机制势在必行,它是上级的要求和基层员工的愿望,是HSE体系与工作实际的结合,是事物发展的客观规律和内在要求。要使安全管理长效机制真正落到实处,必须建立明确的责任体系,做到主体清晰、责任落实;建立完善的保障体系,做到机构、人员、经费三到位;建立健全制度体系,做到规范明晰、标准具体;建立强有力的执行体系,做到按规矩办事、照标准操作;建立客观公正的监管、评估体系,做到奖罚分明、持续改进。

The experience of establishing long term mechanism of safety management in SINOPEC Sales Company Central China Division was reviewed.It was pointed out that establishing long term mechanism of safety management was imperative,which was the requirement of higher authority and the wishes of first-line employees,and was the combination of HSE system and the actual status. The long term mechanism of safety management could be fulfilled by the measures of setting up responsibility system,perfecting the security system,completing the regulars system,establishing the execution system,and setting up the objective and fair supervision and evaluation system.
