中外政府卫生筹资的比较及思考

Comparison and Consideration of the Government Health-financing in China and Foreign Countries

国外政府卫生筹资有中央筹资比例高、机制有保障、渠道多样化和间接筹资发展迅速等特点,相比较而言,我国的政府卫生筹资暴露出很多问题,卫生筹资改革步履维艰。通过确定筹资模式、提高中央筹资比例、增加政府卫生预算、增加税收、强化间接卫生投入等几个方面的中心环节,思考我国政府卫生筹资改革的新途径。

The overseas government health-financing has many features like a high proportion of central funding, protecting mechanism, diversify channels and indirect funding. By comparison, there are many problems in China. However, we have got many problems. This article is suggested by determining the new model, improving the proportion of central fun- ding, increasing government health budget, strengthening the indirect investment, and thinking about how to reform it.
