摘要 我国商品流通体制的改革必须把握商品流通发展的基本趋向,概括起来包括8个方面的内容:一是人本化,这是商品流通企业的本质,体现在商品的质量、价格、服务上,也体现在商品流通的每一个环节,是零售业制胜法宝、立业之道、操守之本;二是现代化,这是深化改革的目标,是不断前进的动力,必须在经营理念、科学管理、营销模式和现代科技等方面缩短与世界先进水平的差距,现代化的最终目的是讲究效率、提高效益、重视效果、挖掘潜力,充分发挥商品流通在国民经济中的先导、支柱和基础作用;三是多元化,这体现了流通过程的复杂性、分散性和动态性,要求多种经济成分、大中小流通企业、多种流通业态并存,以满足消费者多样化的需求;四是一体化,这是复杂的流通过程整合的目标,也是国际化、城市化、工业化对流通过程的共同要求,应实现国内流通与国际流通的一体化、商品流通和服务流通的一体化、城乡流通的一体化;五是层次化,要求构建多层次的商品和服务供给体系,扩大内需,保证消费需求的稳定增长;六是立体化,在发展现实的商品市场的同时,要大力支持虚拟市场的发展,构建实体市场与虚拟市场相结合、现场购物和网上订货相结合、传统市场与新兴网络市场相结合,并形成互促、互补、共存的立体式商品销售体系;七是连锁化,核心是通过连锁架构产生规模效益,达到降低成本、让利于民的目的,而"中国商业连锁化,连锁商业中国化"是中国商品流通发展的主要趋向;八是市场化,需要继续转变观念,处理好政府与市场的关系。 While implementing reform in China's commodity circulation syste m, we should fully understand the fundamental trend of commodity circulation development which is demonstrated in nine aspects. First is putting people first that is the magic key, fundamental rule and basic principle for the success of retail industry and the essence of commodity circulation enterprises which is demonstrated in commodity quality, price and service and in every section in commodity circulation links; second is modernization which is the target of deepening reform and driving forces of continuous development and the final target is to pay more attention to efficiency, effectiveness and give full play to the leading, supporting and fundamental role of commodity circulation in national economy; third is diversification which is used to demonstrate the complex, disperse and dynamic nature of circulation with the help of the coexistence of diversified sectors of the economy, big, medium and small circulation enterprises and diversified type of circulation business to meet the diversified customer requirements; fourth is integration which is the target of the integration of circulation process and the common requirement of internationalization, urbanization and industrialization in terms of the integration of domestic and international circulation, commodity and service circulation and urban and rural circulation; fifth is hierarchy with the requirement of building a multi- layer commodity and service supply system, stimulating domestic demand and guaranteeing the stable growth of consumption demand; sixth is three--dimensionalization which means that, while developing the physical commodity market, we should support the development of virtual market, promote the combination of physical and virtual market, on-site and on-line shopping, and traditional and emerging on-line market, and establish a three-dimensional commodity marketing system; seventh is chain store development with the purposes of cost reduction and giving more profit to the people with the help of the scale economy; and eighth is to be market-oriented with the requirement of continuously changing the idea and doing a better job in dealing with the relationship between government and market.
