中国群众体育场地发展变化及驱动力研究

Study on Growth Change and Driving Force of China's Development Sports Venues

为准确把握中国群众体育场地发展的脉搏与影响机制,对2008—2010年我国群众体育场地数据展开动态分析,并结合"十一五"期间我国人口和社会经济发展数据,采用主成分分析与因子分析法,将影响群众体育场地发展的10个因素归纳为政策、城市化与经济发展水平等4个驱动因子,对中国群众体育场地发展进行驱动机制分析。研究结果认为,政策扶持为群众体育场地建设提供重要导向和有力保障,城市化与经济发展水平决定群众体育场地建设水平,人口数量与消费水平间接影响群众体育场地建设,人口密度与文化素质影响体育场地设施的建设规模与布局。依据此提出发展建议:1)持续加大政府对体育场地的科学规划与建设水平,逐步建立适应国情与社会发展、服务于大众的多层次、多样化的群众健身设施网络;2)长期在欠发达地区设立全民健身扶持项目,并着力于提高人民素质,逐步改善软投入环境,提升中央倾斜投资的使用效率;3)政府和相关管理部门要通过完善和运用法律、行政、经济杠杆和激励、保险等机制,对现有场地设施进行科学管理和充分利用,缓解场地设施严重短缺、增量有限的窘境。

To grasp the developing pulse and the influence mechanism of China＇s mass sports venues,this paper made a dynamic analysis on mass sports venues in the years of 2008- 2010,combined with the data of population and social economy development in the Eleventh Five-Year Plan period, adopted the principal component analysis and factor analysis, 10 factors influencing the development of mass sports venues are reduced to four driving factors, namely policy, urbanization and economic development level and so on, the drive mechanism analysis of the development of China＇s sports venues shows that policy support provides an important guidance and powerful safeguard to its development, urbanization and economic development decide its construction level, population and consumption level indirectly influence its development, and population density and culture quality affect its construction size and layout. Accordingly, some suggestions are put forwarded; 1 ） Continue to increase government＇s scientific planning and construction level, gradually set up the multilevel and diversified fitness facilities network which is suitable to national conditions and social development. 2） Set up long-term national fitness support project in tess -developed areas, and focused on improving people＇s quality, and gradually improve the soft investment environment, promote the central tilt investment efficiency. 3） Government and the related administrative departments should make a scientific management and make full use of the existing facilities, alleviate the serious shortages and the limited dilemma by perfecting and applying the law, the administrative and economic leverage and the incentive and insurance mechanism.
