我国水能资源区划管理体系设计

Design of Water Resources Division Management System in China

针对我国水能资源区划管理经验较少的现状,基于水能资源区划管理的必要性与原则,构建了水能资源区划管理体系框架,对水能资源区划的管理机构和队伍建设、管理制度与流程建设、管理关键监管节点等进行了分析。同时提出了水能资源区划管理的规范化建设设想,对加快水能资源区划工作、依法行政和依法管理、促进水能资源的可持续利用均具有重要的现实意义。

There is lack of experiences for division of water resources management in China at present. Based on the necessity and principle of division of water resources management, the architecture framework of division of water re- sources management system is established. And then, the administrative organization, composition of staff, management reg- ulations, process construction and the key supervision node are analyzed. Standardization construction ideas for division of water resources management are put forward, which has great practical significance to accelerate water resources regional planning work, administration and management in terms of the law and promote the sustainable utilization of water resources.
