How do local governments treat private sectors in policy making？ There exist two different viewpoints. Some argue that the private sectors suffer discrimination because of its ownership ; however, others argue that the private sectors, transnational capitals and local private capitals included, enjoy advantages because of frog hair. This paper examines the fiscal, land and industrial policies of local governments by empirical material and statistic data to evaluate the policy environment of private sectors and the impact of such policies on long-run economic growth.
