电力工业的发展与资源—环境的脱钩关系研究 被引量:5

Decoupling Research on Resource-Environment Change from Electricity Growth

摘要 电力工业的发展面临的形势越来越严峻,资源瓶颈、环境约束的问题越来越尖锐。本文拟通过改进的脱钩弹性系数法作为评价指标来进一步评估电力工业的资源环境与发展的问题,并采用新世纪以来电力工业的发展面板数据,得出定量研究的确定性结论。通过一级脱钩和二级脱钩的分析,衡量资源—环境与发展的依赖关系的强弱程度,结果显示:电力工业的一级脱钩和二级脱钩均未实现,发展的可持续性问题面临极大考验,低碳产业化道路漫长而艰巨。在此基础上,文章最后给出决策意见和政策性建议。 China's electricity industry, facing with more and more severe circumstance, has special prominent problems with resource bottleneck and environment constraints. This paper tries to assess the relationship between resource-environment and its growth by the way of improved decoupling elasticity coefficient as evaluation indicators. Through quantitative analysis of tak- ing the panel data from new century of electricity industry, the author gets the certain conclusion. From the research on primary decoupling and secondary decoupling, the results show that the primary and secondary decoupling in electricity industry have not been realized. China's electricity will still face with the great challenge to sustainable development and its road to low-carbon industrialization still long and difficult. At last, this paper provides reference executive ideas and policy suggestions.
