社会管理视角下安徽基层医改创新与完善

Innovation and improvement of Anhui local medical care reform under the perspective of social management

社会管理主要是对人的管理和服务。基本医疗卫生服务是人的基本需要和社会管理的重要内容。2009年11月,安徽省率先在32个县(市、区)启动以基本药物制度为突破口的综合改革试点,并取得明显成效。文章首先介绍安徽基层医改的具体政策措施及其实施过程;其次,阐述安徽基层医改所取得的具体成效;最后,总结安徽基层医改的基本经验,对全国其他地区推进基层医改与社会管理创新具有一定的参考价值。

Social management is mainly the management of and service for the people. Basic health service is the primary need of the people and the important component of the social management. In November, 2009, Anhui Province took the lead to launch local comprehensive medical care reform in its 32 counties, choosing essential medicine system as its breakthrough and a- chieved obvious effects. The paper first introduces specific policy measures and their implementation process in Anhui local medi- cal care reform. Secondly,it elaborates the specific results and effects that Anhui has achieved through the process. In the end,it summarizes the experiences of Anhui local medical care reform, which could provide some valuable references for other districts in promoting local medical care reform and innovation of social management.
