摘要
"民以食为天,食以安为先"。食品安全是一个牵涉亿万人生命健康的公共利益事项,需要政府、企业、第三部门与社会等多元主体协同监督与管理。文章以协同理论为基础,视食品安全监管过程为动态、复杂、开放系统,认为只有发挥系统内各子系统及要素协同作用才能实现该系统有序运行,并通过检视各监管主体现存问题,以此为切入点,从组织、制度、人员、信息等方面,提出有针对性、可操作性的政策建议,构建政府、市场、社会三方力量协同合作的食品安全监管机制,以期提高食品安全性,彰显和谐社会"以人为本"之理念。
Food safety is a public interest issue related to the lives and health of millions of people,which needs the collab- orative supervision from the government, enterprises, the third sectors and societies. Based on synergism theory, the process of food safety supervision can be regarded as a dynamic, complex and open system,which means that the system can orderly operate only by coordination among the various subsystem and elements of system. The problems of subjects in supervision were studied. Based on which, some targeted and workable policy suggestions were put forward from aspects of organization, system, personnel and in- formation to develop collaborative supervision system on food safety and achieve the "people-oriented" idea in the harmonious so- clety.
