基于研究进度汇报与重要指标监控融合的项目过程管理模式探讨

Discussion onadministrative methodology for process management based on combination of “research progress-report”and“significant indicators leading supervisory control”

针对医院科研项目多、研究进度慢、科研临床转化弱、成果少等问题,通过对七个市属医学院校附属医院高水平成果与结题项目的多中心、对照研究,寻找出与高水平成果产出密切相关的项目实施过程中的要素,并以此作为重要指标,设置分级量化值,再结合研究进展的重要报告内容,构建了一套在研项目研究汇报与指标监控合融的管理方法。提出构建临床科研项目全生命周期量化管理新模式的设想,采用"由下至上和由上至下"在研项目跟踪方法,引入竞争机制,通过研究汇报与重要指标监控,促进在研项目的实施进度、研究创新临床转化。

Based on the problems of ＂numerous projects, slow progress in research, weak in inversion of science to clinic, less accomplishments, etc＂, through multiple sources and comparable analysis upon projects of completed with high achievement among 7 affiliated hospitals of city subordinate medical colleges, this study searched out primary factors rela- tive to top level products during project implement, conducted by these significant indicators, we constructed a set of ad- ministrative methods composed of ＂project -report on research＂ and ＂supervisory control with indicators＂ after designing classified quantitative values and considering research - report of important progress. Here we are prompting an idea of new pattern structuring quantitative management for life cycle of clinical projects, in which, tracing paths of ＂Down - Up ＆ Up- Down＂ for project on- researched are adopted, competition mechanism is brought in, the implementing process of on - researched project and the inversion of research - creation to clinic are thus improved by research reports and sig- nificant indicators.
