Study on Design Method of “Checks and Balances”Electronic Government Affairs

针对目前电子政务系统中电子流程的权力滥用问题和监督监察体系建设问题进行分析。提出以执行权、决策权和监察权三权分属"制衡"思想为核心的电子政务系统设计思想和关键功能模块设计。通过在*市电子政务实践,来证明设计的可行性。

The paper analyzes the problem about the power abuse and supervision and monitoring system on the present electronic government ＇affairs. It puts forward the new ideas that separation of ＂decision - making power＂, ＂executive power＂ and ＂supervisory powers＂ should be designed on ＂ balance＂ thought as the core of the electronic government af- fairs system.
