On the Dilemma of Policy Implementation of Independent Colleges:Perspectives of Multiple System Logic

独立学院政策执行内化于中央政府逻辑、地方政府逻辑与独立学院逻辑的互动过程。不同的政策行动者处于不同的"制度场域",被"意义构建"的成分渗透着,往往会采用不同的态度、行为与方式对特定的政策加以"阐释"和"践行",形塑着独立学院政策执行的困境。建立合理的独立学院产权制度,推行多元化的"选择性激励"机制,建立立体的监控机制是走出独立学院政策执行困境的最优策略。

The policy implementation of independent colleges follows the multiple system logic featuring the interactive process between the central government, local governments and independent colleges. Different policy actors from different system fields tend to adopt different attitudes, behaviors and ways to explain and implement specific policies, which shapes the dilemma for the policy implementation of independent colleges. In order to figure out the dilemma, it is imperative to establish a reasonable system of property rights for independent colleges, to adopt a wide range of ＂selective incentives＂ mechanism and to strengthen a three-dimensional monitoring system.
