摘要
长期以来,我国农村和城市社区卫生服务能力十分薄弱,而农村社区医生人数少、素质偏低是制约农村卫生事业发展的"瓶颈"。农村基层社区定向医学生的培养,将有利于进一步改善和优化农村社区卫生人才队伍的结构和素质。作者以浙江省为例,在研究分析定向培养农村基层社区医生的试点工作的政策实施情况及定向医学生的实际情况入手,认为要使定向医学生真正能"下得去、用得上、留得住",必须建立激励机制。激励机制的建设途径包括设立专项奖励基金、建立退出和转入机制、加强职业价值观教育等。
For a long time, health service capacity of China' s rural and urban communities has been very weak. Small number and low quality of doctors is the bottleneck which constrains the develop- ment of rural public health. Training medical students oriented for rural grass-root communities will be conducive to further improving and optimizing the structure and quality of health personnel in rural grass-root communities. Taking Zhejiang Province as an example1 this paper studies and analyzes the implementation of policies and actuality of medical students oriented for rural area grass-root commu- nities. We think it is necessary to establish the incentive mechanism to make oriented medical students go to grass-root communities, he useful and take root. Ways to establish the incentive mech- anism include setting up special reward funds, establishing the exit-transfer mechanism and strengthe- ning education in professional value.
