中国模式的反思:以政府失灵为视角

Reflecting on Chinese Model:from the Perspective of Government Failure

文章从政府失灵的视角来反思中国模式,发现主要存在四个问题:一是公共政策的失效;二是公共物品供给的低效率;三是政府行为内部性及政府扩张;四是寻租及腐败。这四个方面都是当今的中国政府所必须面对的重大问题。能否通过深化改革减轻政府失灵,将在很大程度上决定中国模式的演化方向和绩效。

This paper reflects on Chinese Model from the perspective of government failure and finds that there are four main problems, whieh are the failure of public policies, the inefficient supplies of public goods, the internality of government action and government expansion, the rent-seeking and corruption.Chinese government has to face the four major issues above.To a large extent, it will decide the evolution direction and perforrnanee of Chinese Model whether or not mitigating the government failure by deepening the reform.
