摘要
在中国语境下,政治合法性问题是我国NGO生存和发展的最关键问题。要破解这个困境,既需要我国NGO自身灵活采取应对策略,也需要外界加以帮扶。历来就有入世情怀秉性的我国学者,在当下政府决策体系中享有日渐增加的话语权,使得其既应该也能够在破解这一困境中有所作为。这种作为至少可以表现为三个重要角色,即作为务虚者,可借"他山之石",逐步改变执政党和政府对NGO所持有的固有观念;作为务实者,可巧用官方话语,在现有制度资源中为NGO寻找正当发展空间;作为行动者,可成为NGO活动的积极支持者乃至参与组织者。而要扮演好这三个角色,我国学者唯有秉持好自身的专业化,通过树立起专业权威,才能够真正在破解我国NGO政治合法性困境中有所作为。
In the context of China, political legitimacy is the most critical issue for the survival and development of NGOs. To resolve this dilemma, it needs not only NGOs to adopt some flexible coping strategies, but also need outside assistance. Scholars in China who always have traditional wishes of entering the political arena, are enjoying an increasing voice in the present government decision-making system, which makes them not only should but also be able to make a difference in the issue of solving this dilemma. Thus, scholars in China can at least play three important roles, namely as a retreat, they can learn from other "Hill's Stone" to gradually change NGOs' inherent concepts held by the ruling party and the government. As pragmatics, they can skillfully use the official discourse to find proper development space for the NGOs in the existing system resources. As actors, they can become an active supporter and even a participant or organizer of NGOs' activities. To play such three roles, scholars must uphold its own specialization and establish professional authority, only by this way can they really make a difference in the cracking of NGOs' political legitimacy plight in China.
