The paper analyzes the defects and causes of county conservancy engineering management mechanism. According to the new situation and new problems, the Huanghua Bureau of Water Affairs ad- heres to the scientific concept of development. Combining with the regional characteristics of Huanghua, the bureau innovates the water conservancy management system and applies it efficiently in practice. The paper summarizes the innovation achievements and results, and puts forward the corresponding suggestions.
