On Governments' Information Capability in the Network Environment

从政府信息能力的内涵出发,在分析了政府信息能力建设的三个维度即物理维、信息维、认知维的基础上,认为:物理维是政府信息能力建设的基础,为政府信息服务和应用提供支持;信息维是政府信息能力建设的核心,为政府信息资源建设,提供信息共享和服务;认知维则是政府信息能力的实际应用,为政府政策制定提供支持,并对政府的内外部管理中遇到的问题提供解决措施。

From the angle of information capability, the paper analyzes three dimensions, of governments＇ information capability： physical, information and cognitive dimension. It is believed that physical dimension is the foundation of governments＇ information capability, which offers support for its service and application. Information dimension is the core of governments＇ information capability, which implements the construction of information sources and offers information sharing and service. Cognitive dimension aims at practical usage of governments＇ information capability, which provides support for the government to formulate policies and solutions for the government to cope with the problems encountered in the process of outside and inside management.
