根据《中华人民共和国招标投标法》,我国法律规定了公开招标、邀请招标两种方式,却没有"议标"一词,但同时规定了可以不公开招标的情形。议标仅仅是竞争性谈判、询价采购或单一来源采购的一种俗称而已,但不可否认的是,议标虽不是一个法定的招标方式,但却是一个特殊的招标方式,是适应工程建设、物资采购需要的必不可少的一种方式,并且有其存在的现实价值。对电力企业实施议标采购中,如何结合企业设备采购的特点,做好议标采购的组织,进行了总结分析,并提出了对今后议标工作的几点思考。
