摘要 《中国农村扶贫开发纲要(2011-2020年)》在扶贫标准、扶贫目标、扶贫区域、扶贫路径和扶贫策略等方面呈现出了一系列新的特点。依据反贫困理论、参与发展理论以及我国农村贫困的现实特征,基于职业教育路径的扶贫开发,必须以崭新的理念指导农民职业教育培训工作;必须积极投资于面向农村弱势群体的职业教育培训事业;必须建立有利于保障农民接受职业教育培训权益的制度与政策,搭建贫困人群自我发展能力建设的平台;必须精确锁定贫困目标人群,积极组织和推进现代农民职业教育培训工程。 Outline for Development-oriented Poverty Reduction for China’s Rural Areas(2011-2012) highlights a series of new characteristics in poverty alleviation standards,objectives,areas,channels and strategies etc.In line with anti-poverty theory,participatory developmental theory and present situation of rural poverty in China,development-oriented poverty reduction based on vocational education training must take advantage of cutting-edge concepts to guide vocational education training for rural workers,with favorable investment poured to the inferior groups in the rural area;in addition,related systems and policies must be established to guarantee rural workers to receive legal vocational training rights so as to set up a beneficial platform for the poor to automatically develop their potentials;besides,the poor targets must be accurately identified for positive organization and promotion of vocational education training program for modern rural workers.
