The Development of Rural Non State Finances and the Reform of Rural Finances

本文研究了我国农村民间金融发展现状、存在问题、现行政策及效果 ,探讨了完善政策 ,具体改进政策的步骤 ,从而促进民间金融发展和农村金融改革 。

The most important issue of China's economic transition is the development of the non\|state sector,rather than the reform of the state sector(Dr,Fangang).20 years ago,economic reform and enterprise feform began in rural areas,20 years later,perhaps essential finance reform will begins in rural areas,This paper makes a systematic analysis of the development and problems of rural non\|state finances,analyze problems in government policies,and how to gradually and systematically transfer the policies.The designed policies first can be accepted by policy maker,second,can reduce risks,third,can facility the development of rural non\|state finances,and push the reform of rural finances forward as soon as possible,and create better necessary conditions for the whole finance reform.
