摘要
本文阐明长江中上游以森林为主的植被破坏是洪水猖獗的最主要原因 ,重申森林与水的关系 ,并通过一些评价指标阐明建设长江防护林的成效 ,指出实施长江防护林体系建设是党中央、国务院保证我国可持续发展顺利进行的英明决策 。
This paper demonstrate that forest destruction of upper and middle reaches of the Changjiang river is the main cause on the flood disaster. Some evaluation criterions show the close relationship between forest and flood, the important and efficacy of building the forest shelter-belt in the Changjiang river reaches to the flood, which is a great strategy to keep able-sustained development for our country. Suggestions on the problems are proposed.
