On Forest Funds Problems and Resolution

本文从林业经费征收和发放的角度 ,探讨如何进一步解决林业经费管理体制问题的对策。随着市场经济的建立和发展 ,林业经费征收弊端日渐显现。一是木材多项收费 ,造成林、农经营者的经济负担 ;二是林业经费使用过宽 ,影响造林支出 ;三是木材市场的开放 ,打破了林业部门经营木材的格局 ,出现了木材经营多元化。

The abases in forest funds collection is emerging with the establishment and development of market economy. First,the diversified charges on timber impose economic burden on forestry and agricultural runners. Second, the excessive use of forest fund influences the expenditure of afforestation. Third, the open of timber market breaks the timber operation pattern of forestry sector, and brings about the multiplied timber operation. From the aspects of forest funds collection and dispensation this paper probes into mow to further solve the problems in forest funds administration and resolution.
