关于农村中小学合理布局的几点思考

农村中小学布局,既要兼顾农村学生"就近入学"和"接受高质量教育"的需求,又要立足县、乡、村的不同特点,确保不同类型、不同规模学校的合理并存。"整体规划"和"有序调整"农村中小学的数量与规模,是农村中小学合理布局的基本途径。布局调整后出现的办学重心逐级上移、学校规模日趋膨胀、班级人数持续增加等情况需要关注。农村中小学合理布局,还要在加大经费投入、加强教师队伍建设、完善相关配套设施、保护与扶持小规模学校、正确认识和看待民办学校发展等方面做出努力。

The layout of rural primary and secondary schools should meet the needs of rural students for schooling nearby and accessing to high quality education on one hand, on the other hand, it should also take the variety of regions into account and ensure that different types and scale of schools could coexist properly. An integrated planning and orderly adjustment is the basic path for the rational layout of rural primary and secondary schools. In recent years, the increasing numbers and scale of schools and classes along with the shift in education moving upward to higher administrative divisions after the layout adjustment have raised more concern in society. Therefore, the optimized layout of rural primary and secondary schools should make every effort to fund raising, team building of teachers, improving relevant facilities, protecting and supporting the small scale of schools, as well as keeping the due attitude in treating the development of private schools.
