摘要
在全球反思金融监管的浪潮中,加强宏观审慎监管,将宏观审慎监管与微观审慎监管有机结合,已经成为国际组织和各国监管改革建议的核心内容。本文在对宏观审慎概念的起源、演变与背景分析的基础上,系统地梳理了国内外关于宏观审慎政策框架三大要素(即分析、监管和组织框架)的相关文献,厘清了宏观审慎政策与相关概念的关系,提出了对我国宏观审慎政策的启示与建议。
In the wave of the reflection of the global financial regulation,strengthening the macro-prudential supervision and constructing the framework of the macro-prudential and micro-prudential supervision that had become the core content of the reform proposals of the international organizations and national regulations.The paper studied the origin,the evolution and the background of the concept of the macroprudential supervision.After the literature review of the domestic and international papers,this paper analyzed the three elements of the macro-prudential policies,clarified the related concepts and concluded the revelations and recommendations of China’s macro-prudential policy.
