The Optimization of Government Operating Costs Based on Information Sharing

在构建节约型政府中,信息化不仅是战术选择,更是一种战略思路。针对中国政府行政成本管理存在的问题,通过信息共享破除"孤岛效应",打造阳光政府;技术上,有必要以顶层设计电子政务架构、再造政务流程、遏制政治腐败,有效降低行政成本,提高政府运行效能。

In the construction of resource-efficient government, information sharing is not only a tactical choice, but also a strategic thought. To solve the problems in the management of operating cost of Chinese government, information can be shared to diminish ＂island effect＂ and to create a sunshine government;and at technical lev- el, the authorities can introduce e-government system and reengineer government process to curb administrative corruption, reduce operating costs and improve the effectiveness of government operations.
